NEED help Amazon block my account

I cant open my amazon various account it has about giftcard balance of rs 1000 approx. receive mail from amazon

We closed this account because our records show that we closed another account of yours for not meeting the terms of our Conditions of Use agreement. When we close your account for violating the terms of an agreement, you cannot open a new account or use another account to place orders with our site.

i talk to customer care but they said mail to the sender mail id why account block ???
but no reply from that account upto yett
 
please help
